At STARM, we believe that taking control of technology starts with the ability to understand, develop and direct it, rather than simply use it. Our vision is to build integrated systems and platforms that combine capable software, adaptable development and clear management, giving people and organisations greater control over their digital environments and their future.
Our work brings together research and development, software engineering, and the management of AI models and agents. We aim to build more than a standalone product or a conversational interface: a technical foundation in which software, tools and AI capabilities work together within a system that can be developed, reviewed and continuously improved.
From Open-Source Foundations to Sovereign Systems
Our vision is to develop suitable open-source systems and technologies, building on their foundations to create sovereign operating systems with our own identity, user experience and technical management. Our aim is not simply to change names and logos, but to develop how a system works and how its services, tools and capabilities fit together, in support of our vision for computers, phones and future digital environments.
By technological sovereignty, we mean the ability to direct design, development and operation; control how components are integrated, permissions are defined and data is handled; and choose technologies that support the system’s objectives. For us, it is about retaining control over technical decisions and how they evolve, while respecting the licences of the components we use and the rights of their owners.
An Artificial Mindset for Managing Models and Agents
Our approach is centred on what we call an Artificial Mindset: a software-based management approach that we are developing to direct AI models and coding agents, and organise their collaboration around clear objectives, rules and responsibilities. The focus is not on a model working in isolation, but on how different capabilities are organised and directed towards an integrated body of work.
In this approach, models and agents operate like organised cells within the Artificial Mindset: each has a defined role and boundaries, and their capabilities work together rather than in isolation. This analogy describes organisation and integration: the right capability in the right place, supported by management that coordinates work, reviews results and maintains direction.
Our goal is for this approach to accommodate a variety of models and agents, without depending on a single provider or model. Each capability is integrated according to its compatibility and suitability for the task, while engineering direction, execution boundaries and accountability remain under our management. A model’s value is inseparable from the quality of the system that directs it.
Software Capability Supported by Disciplined Management
We focus our engineering capabilities on turning objectives into structured software development, connecting design with implementation, testing and review. We treat coding agents as capabilities that require clear management, not as a substitute for accountability or verification. What matters is what a system has actually delivered, how well it meets the requirements, and whether it can be developed and maintained over time.
We also work to turn the experience gained from developing software and platforms into reusable improvements. We want each project to strengthen the foundation for the next, with problem-solving, better tools and improved management practices contributing to lasting technical capability rather than short-lived results.
The Ambition to Compete with Established Systems
We aspire to develop our sovereign systems into strong alternatives capable of competing with established operating systems such as Windows 11 and macOS. The competition we seek is not about names or appearances alone, but about the quality of the experience, software integration, stability, privacy and the ability to meet the needs of people and organisations.
We believe that combining suitable technical foundations, our own research and the systems we are developing to manage agents and models through an Artificial Mindset can give this ambition a strong foundation. Turning that ambition into meaningful competition requires systems to demonstrate their value in practice through development, testing and continuous improvement.
Private Research, with Value Demonstrated through Results
Our internal research, proprietary methodologies and accumulated engineering knowledge are central to the value we are building. We use suitable open-source technologies and develop on those foundations, but this does not constitute a commitment to publish STARM’s proprietary technologies or the details of its internal methods. Any release or distribution will be governed by the company’s decisions and the relevant licensing obligations.
We want to offer practical value that people can experience through our software, products and user experience, without disclosing the confidential knowledge behind our research. Our vision for the future is an ecosystem that brings together sovereign systems, platforms, services and AI capabilities under clear management, supporting more coherent and sustainable development.
